Percy does appear to be a pawn of the gods in bringing the lightning bolt of Zeus back to him without even considering the power it holds for selfish gains. It would appear at first that Percy blindly obeys authority.
Except, we know that’s not true. At the end of the book, all the heroes are given a wish, and Percy asks for all the gods to claim their children by the time they are thirteen. Percy had already been claimed. He had no need to do that. He was even risking incurring their wrath and calling them terrible parents. But he did what he felt was the right thing to do. Of his own free will. Not as a pawn.
